depends what you mean. the political decisions to make it happen? the technical development of the various systems and vehicles that made it happen? the pilots, ground crews, launch and mission controllers who trained to make it happen?

one guy who helped to make manned space flight happen for the US and who hardly ever gets read about is a flight doctor who was so driven to learn about how rocket flight and high G exposure would affect the pilots that he kept firing himself along a track using a rocket powered sled.
