The IQ score for Nepal that gets thrown around almost certainly is wrong, either due to it not being representative of the whole population or due to some quirk of the particular test given not accounting for something local that invalidates it.
That said, low IQ population can be functional if there are enough people at the right end of their bell curve that are relatively intelligent to run things and the local cultural values reinforce letting that group run things. You can't have a country of 42s, even if 1% of them are 95s. But you can have a country of 80s being lead by 110s, especially if they have access to global charity and/or tourism (but probably not exportable resources). Nepal likely fulfills all of those criteria so it can function at the low level it does without much trouble. Flooding and earthquakes inflict their pain but day to day life is relatively calm, especially compared to somewhere like Liberia.

It becomes believable when you actually visit those places and realize that they do not in fact "function" to the standards of any western society. And in a general sense, societies and civilizations are not designed or planned by the "average" population, only maintained by it, and the average state of a non-white society reflects this. Low average? Dirty, unclean, unmaintained, chronically decaying society with small pockets of cleanliness and wealth where the upper ends of the bell curve live and maintain their own immediate surroundings.

And when you talk to the average person who lives in a place like that, sure you can have a conversation with them, but you will immediately realize that they're slower to understand concepts and that there are certain things that are simply too complex for them to process off the cuff, like for example the basic logistics of plumbing and electrical grids, waste maintenance, etc. An average person in a first world society obviously does not think about these things every day either, but if you explain it very plainly they'll immediately understand, and it's that higher/faster average understanding (higher IQ) that makes society "function". There's a reason a lot of these economic migrants flee to the US and are awed by the "magic" or how things "just work", how the water is always clean and available, how the trash always gets taken out on time, how the groceries are always stocked, how the electricity is consistent, etc. Unless of course you live in a shit hole like California where these same 75 IQ average people have become 70+% of the population, and their decaying society looks exactly like one you'd find in a 75 IQ average nation right down to the filth and poverty and rolling blackouts and brownouts and ivory tower enclaves.

An IQ of 67 for a white person is exceptionally low and most likely a result of all sorts of developmental and congenital disorders. An IQ of 67 for some non-white groups, however, is perfectly normal and not a result of any disorders.
