Yes, its the same mechanism.

No, because its caused by the impurities in the crystal. If you wanted different wavelengths of light, the impurities would have to be different. I guess if you implant quantum dots into a crystal it might work and you might have different wavelengths of light based on the angle, but that's beyond my chem knowledge.
