Writing a book about a biology graduate, but I'm not sure how the university system works with regard to independent research and papers. Where can I go to find out? How plausible is it for a postgraduate, PHD or whoever to get funding on their own?

Let's say he accidently's the cure for AIDS on his own, or something. At what level of education might he be able to put forward the find?
