No. If atoms can fuse and split that would imply more than one exists. They're probably talking about the one elctron hypothesis. Which is plausible.

No, because like >>16739680 said, that theory is about electrons, and it's only a theory, I'm not a quantum physicist and I haven't read any explanations of it so I don't understand it at all, but it might be true, it might not be, it hasn't been proven yet and it might never be
