The optimum is different for every person. for instance great artists are said to require being tormented to make good art. The american state has had an interest in funding science due to a myriad of historical reasons, mostly cold war techno race and also for soft power. The cultural geist now rejects science as elitist and the techno race isnt a priority anymore, though the resurgence of china might change that. If not, i expect to see less state investment in science, maybe even to see some scientists lose their heads in a revolutionary fervor.
