Time is a measurement. A tool. A ruler. A measurement of the rate of decay and or change in matter.
The question is can we, or matter on its own change every atom in the universe back to a previous stage. Im going to go with no. However in this universe matter and energy are two forms of the same thing. And cannot be created or destroyed. Therefore the universe is probably cycling. And in that case where the number of cycles is infinite, yes. As this exact moment has happened before, now and will again. Multiple times.
