i never understood why i can't start the decimals from highest to lowest to actually create an infinite list of all irrational numbers

Because anything that doesn't end in 000... can't have a numbered position in that list. Like 1/3 for example. You'd have to say it's in the ...333rd position but ...333 isn't a natural number.
