I understand that a hurricane contains the same amount of energy as a gajillion nuclear bombs and currently, we have no technology (even nuclear) that would be capable of causing this. But some people still seem to believe that hurricanes can be engineered. But how?

I don’t think the scale is practical or really feasible (especially for something as monstrous as a hurricane), but perhaps adding enough energy at the right time to specific zones of the atmosphere could lead to the formation of certain weather patterns. This would truly take a lot of energy (and a lot of computational power to deduce where and when to input the energy); however, long-term weather patterns can likely be engineered more easily, albeit these are more broad results resulting in changes to climates rather than manifesting specific, local weather phenomena.

The instability in air is spontaneously builded up while waiting on a trigger event.
Cloud seeding create the opposite effect by allowing more preditable and frequent rains to prevent such build up. There will be no strong percipitation if both party cloud seeding everywhere as its first come first serve.
The real killer is a series of blockers that prevents all other triggering element to release the potential, allowing it to build to destructive nature, and release the full power suddenly by a very precise trigger or sequence of triggers that only the blocker user would know to scurry any attempt of sabotage. A cyptostorm if I have to name this.

Not with ten trillion shock collars could you do this. It is folly.
