I read it as 7 men 7 wives. 7 x7 and 7x7 is 49.2 98. I read the answer as 98 total. If its each then each guy has 7 wives and you can figure it out from there.

We don't even know who's kids they are. None of the wive's kids could even be the husbands. Alternatively they could all be, so then you wouldn't add 7 for him. Then you could say some are his. In that case you could even surmise that some of the other men are other men's kids.

However the wording implies... "Each man and each wife" have 7 kids. Each and each. Not each man and wife has 7 kids.

Of seven men, there are seven wives. The problem doesn't specify you must only be married once. Each couple gets married, and has a child. They get divorced and remarry, and have no children. Repeat until each man has been married to each woman at least once. Per marriage laws, each man and each wife is a parent to each of the seven children.
