It's normal to say that's how you feel for two reasons.
1) The pedoscare is crazy these days. You can get accused of pedophilia for dating someone only slightly younger than you even if you are both grown adults.
2) Some people like to prop themselves up by calling others slightly younger than them kids. It makes them feel older and smarter and good about themselves.

If it's not just something you say but you actually mean it then no it's not normal and you are probably retarded. A 31-year-old calling a 25-year-old a kid is simply stupid.

There's an abrupt change from age 20-21 where I notice them distinctly looking like full fledged sexy adults at age 21. When I was aged 28-31, I found 17 year olds hot.

It has to do with your normal baseline. I spent years around my peers at work and when I did a presentation at my sister's middle school class it felt like I was talking to preschoolers because it had been so long since I'd seen children under 20.
