Precure is a mainstream anime with a wide audience demographic, and so it (rightfully) tries to pander to as many people as it can.
Kaito is there for the housewives who self insert as Uta, and want to relive their teen heartthrob crush days, which is fine.
He hasn't done enough to be hated or loved by other viewers either way. There is much more egregious shit in the show to argue over.

I hope people are just shitposting. There is no agenda from Kuro, the original version of that FRover scene was clearly bugged and missing some frames.
