I've played Valkyria Chronicles 2 and the "Highschool" parts that people bitch about take maybe 1/4th of the game at worst, save for the optional content.
The "Highschool" itself is actually a military academy and it's students are forced to fight against a rebel army.
The game is at it's core still about war, racism, genocides and human experiments even if it's somewhat less serious than it's predecessor.
It may not be as good as the others but it's still a pretty good game.
