The circumstances around Dante's recruitment are so nebulous you can't say for sure either way.
On one hand, LCCB Rodion's story says that the Sinners are chosen because of their ability to resonate with Dante, which would have to mean that LCB was established with Dante's presence in mind. He also wears an LCB uniform in the prologue. Faust also knows who Dante was before losing his memories, and had a hand in creating his clock head, so he must have had some history with her and Limbus Company before the prologue.
On the other hand, both Dante and Sinclair were originally labeled as Sinner #10. Someone just crossed out the 0 on the Sinclair jacket and changed it to an 11, which makes you think that Dante was never actually intended to be a "real" sinner and his inclusion was a last-second decision.
