The thing is weapons in DMC3 aren't all that complex and the game isn't really designed with maxed out Styles either.

Like, getting Air Trick is cool and all, but there isn't much to do with it when you get down to it because DMC3's combat engine and enemy design aren't up to that level yet. Same thing with Swordmaster, Ice Age, Real Impact and Dance Macabre are great moves, but what do they add that you really need? On the other hand Royalguard is pretty situational so Ultimate might come in handy against bosses I guess? While Gunslinger is... well, the worst of the main Styles in every game.

What I'm saying is that the unlock system makes sense for the kind of limitations DMC3 has. You only get like two extra moves from the shop per weapon so SM level 1 and level 2 really matter.

By DMC5 there's so many ways to deal with a single situation that outside some very specific situations (like not getting Royal Fork for V or Quad S for Dante) you don't need any particular move at any given time to make the combat fluid.

It's something that needs to be judged on a case-by-case basis. I love having all my options on NG+ but I think there's room for having a game that starts you fresh off where the getting the stuff is part of the game. Onimusha did the leveling up weapons idea perfectly but then NG and GoW copied it to not-so-good effects.
