The algorithm uses a combination of several different estimation methods:
>Polling public steam profiles to estimate game ownership. Similar to how SteamSpy used to work before Steam's profile privacy change.
>Monitoring the Steam top seller ranking to estimate revenue and sales.
>Using the number of concurrent players and average playtimes to estimate game's playerbase
>An advanced version of the boxleiter method (review multiples), accounting for year of release, review score and the like.

this is inaccurate for several reasons, the main one being that Steam is much more of a social platform in China than anywhere else in the world. Sure, there are a few here and there that are level 100+ on steam and have a novel-length profile, but it's not the norm. Most people don't even have their actual country listed on their profile. Chinese people do and that's what they poll country data from. So any game that has any interest in China will naturally skew towards them heavily. That's not to say there aren't many chinese players, there are. It wouldn't surprise me to learn that they extrapolate from their limited given data to get the "full" picture, which would be even more inaccurate.
