I'll give you my version of what you need to know, and what you need to know is Furious.

Get the Furious prefix, get the Gunslinger Expert, Gunslinger Master and Guerilla Master perks, you get +300% damage. Nothing else can compete. Not Junkies (+100%), not Bloodied (+130%), not Two-Shot (+75%)

Also get the Easy Target perk, another +75% damage on targets with any crippled limb, and everything gets something crippled very quickly.

There are four stars now, they can be attached to any preexisting three star weapon. The ones people want are Conductor (restores 5HP/5AP on every crit), Polished (up to +60% damage on weapons repaired to 200% durability) and Pinpointer (+20% headshot damage, multiplicative rather than additive so it's a lot more than 20% in practice)

Oh, and the four star armor enchantment everyone wants is Limit-Breaking. It's good now, it will get better next patch. A full Limit-Breaking armor set means you crit every 2nd attack, even with as little as 15 luck.
