Because yone was a tard filter champion that checked dumb mid laners and adcs and Riot decided to try and "fix" that
They ended up turning Yone into another pro play caged champion that can't do shit in lane, he's fucking horrible in solo queue because he basically has no laning phase, he's insanely easy to counter, insanely telegraphed and doesn't even scale like a Kayle or Jax or most ADCs to warrant that laning phase
But when he spikes with the crit he's suddenly the best champion in the game for 5 minutes
And then he starts free falling into being useless again, which is heavily accelerated if your team is already losing because then the actual scalers are gonna two shot him


It doesn't affect pro because the games WILL end when he's falling off and he gets the help required to let him hit that spike, while also being able to exploit the team fight ultimate and the pick off/quick initiation potential
in solo queue best case scenario in challenger the game will end quickly so he performs best there, but you still got all the other problems so he's still not very good

Because of that he's been pretty much the worst solo laner for the last few patches, he doesn't even get half decent 48%+ winrates until you start hitting ranks like bronze, silver and iron
