To the melta anon from the previous thread, you are stationary when deepstriking because you did not make a Move and the default state of a unit is stationary unless declared otherwise.
Most of the other forms of deploying from reserves explicitly say you move onto the battlefield (which as per the FAQ is the same thing as making a Normal Move), but the deepstrike rules do not.

You did not Move during the movement phase, ergo per the rules for heavy weapons, you get to fire at full BS
