WoL is literally just a walking macguffin
you're only as strong as the story needs you to be
if you're fighting a world ending threat you're going to somehow chance upon world defending power
it's just how it works, that's the entire reason why it works

that being said, there was a lot of commotion when the endwalker trailer dropped that went something like "what if the WoL is creating the terminus monsters on accident from all the emotions they are feeling" or something like that
basically, what if WoL couldn't control the creation magic and it ended up becoming a threat
that's something I personally want to see, but it's not really relevant to solving the "problem" of circumstantial power development
