Seiun Sky triggers on a corner in the final phase, while all the others you named trigger on the final corner. Silence Suzuka also isn't acceleration but speed. It depends on the track and the length, but on medium and long tracks, the final corner usually comes pretty late and the corner just before the final corner is the right moment to trigger acceleration.
