I'd say it's due to over-regulation.
If it were more lax, there would be much more activity. Small-scale power generation, more gardens, tourist/vacation resorts, etc.
The entire central and northern Europe would gladly spend a lot of time, due to our shitty weather.
As I'm writing this post, here in Poland, there's rain outide and the temperature is 16 Celcius.

Spain has the most untapped potential in Europe when it comes to these things.
Italy is probably second with their geothermal resources in Toskany, but that's a different discussion.
