Sagan himself publicly said in early 1991 that the Kuwaiti (and southern Iraqi) oil fields potentially being lit should cause regional cooling in South Asia.
They were lit, and all of the Sagan's predictions failed to materialize. Nuclear winter has not been a serious theory since 1991.
