He is a Solitaire and he plays the role of Slaanesh. He voluntary gives up his soul to play this role and all Eldar are scared shirtless of the likes of him, so yeah he is the highest ranking clown. Solitaires are all supposed to be super anime badasses. Speaking with him alone means you are fucked sooner or later. Him showing up in ending slides and giving you that gift is most likely a bad omen, getting attention from Solitaires isn't supposed to be good.
