Studios weren't given deadlines, were given infinite money, and then the ideas they committed to were either poorly executed (Redfall), would never ever make the money they spent back (Hellblade 2), or would always be small games (Grounded). Everything else would take years to see any returns from if at all, and they were essentially gambling on these studios to make something that was worth a damn to attract people to the brand. So many of the games and ideas they had were also so underwhelming or boring, and the trailers outright looked awful like Fable's.
The issues they had were that they were trying to push these studios into making stuff so Game Pass constantly had a fresh flow of content which in turn would lead to worse sales for said games because they were trying to attract people to Game Pass. The games that have come out were mostly underwhelming, underperformed, or targeted very niche subsets of people. I have zero clue how Halo Wars 2 or a remaster of 1 ever got greenlit, same deal with Gears of War Tactics and Gears of War Pop!. There's also the issue of them putting everything on PC which is an issue Sony is also going full retard with to remove any sense of the exclusivity draw to their brand leading to less people needing an Xbox for their games in the first place.
So many of Xbox's issues are their own fault, and all their offerings were either way too niche or terrible. Like, they banked on ReCore to push the Xbone. ReCore. A game that feels like a low budget platformer which doesn't even use the apparent high budget it had to do well. They also refuse to nurture brands and studios like Sunset Overdrive and Insomniac, ReCore and the multitude of devs behind that, Hi-Fi Rush and Tango Gameworks, or Quantum Break and Remedy. It's not like these games were super expensive to develop outside of QB and yet they blow boatloads into things like Redfall.
