you could try monitoring ur stats and looking into lowing settings or lightening up mods until you can spot a bottleneck
vram, gpu usage, draw calls/vertices in enb's profilers, ram, etc.
then toggling grass with the tg command to see if it smooths things out
using bethini's medium preset
cutting textures down with vramr
or running the game with/without dyndolod and trying its low preset inside of the high one and making its grass lod sparser if you're using it

and might be script/save related as well so a new game and looking into papyrus performance troubleshooting might help
or face discoloration fix working overtime when loading npcs
and if you're using a slower hdd with modded textures it's been said to cause issues
