In some shots of the movie, and pic related, their hands and feet look mechanical. This on top of the eyes and their voices, does mean they're at least cyborgs.
I compared their voices to 19, and while 19 doesn't have a filter that is used on robots, he does speak in a stoic tone too.

Yeah. Doing that would make him a Gero ripoff, and if anything Gero is ripping him off... Tuffle Quest likes to connect concepts and characters and develop the story because of them. Towa is slightly dumbed down and needs help to create Mira, so it's not far fetched for her to get Gero's help for it. Wheelo is part of their team too, and World's Strongest is happening before even the 23rd tournament, but now instead of putting his brain in a body, he's kidnapping people to create a body that is the "perfect" warrior in mind and body. This not only makes an organic change of plans for Wheelo's objectives, it also paves the way for a different Cell.
