It "can" work with it in the background or minimal or people taking the world for granted. Flow has shown it works. Blame! has shown that it kinda. The point is you have to keep things moving and keep your audience's attention. Most modern people do not enjoy mute films, mute not only in dialogue but mute in action, they need a balance of action and a face to attach themselves to even a mute cat is enough as long as the cat does actions and the environment and the cat react to each other.

Most people prefer to be silver tongued rather than thinking more than their subconscious allows them to. It's why Hollywood took control and why "foreign" films from Britain, France, Germany are so badly regarded for their lack of cinematography and pizzaz. They feel pointless for they are pointless and make 1 point without developing on it. It's why the Hollywood jew won, and also cause Hollywood stole all the talent for it had money/dollar bills to back it up.

I've seen countless fan films and they all have the same problem as foreign films. They cannot keep your attention worth a damn. Most Hollywood films have a combination of attention-grabbing interests, entertainment and making the audience ask "what happens next?" and "I want more of that entertainment" most redneck non-sociopath autistic artists who never worked with people do not understand how to capture the audience's attention cause they're natural introverts who often times develop an ego too big for their own good and do not know how to sell an idea.
