Fashion is dead all over. Only mass produced boring generic clothes are allowed.
Only way you can see people dressed on something fancy like that is only if they're part of organized groups, and even so, that's pretty much just only during events, never during daily life. Even people who're into lolita only do so during "outings".
It's why people like that one dude who wears nothing but era clothing stood out so much and made such a splash.
All that said, there's also the money issue. Clothes like that are plain and simply not cheap at all. Like, look at this lady's cosplay. You can tell it's high quality, made custum made, not some mass-produced chinese factory cheap Amazon dreck. That's a good few hundred bucks, if it doesn't go over a thousand, how many people can afford something like that just like that? And of those who could, just how many would be into this type of activity? This type of fashion?
