Volnutt is artificial. Synthetic. We learn in MML1 that he's a former "Purifier unit" ("Irregular Hunter" in Japan, if that sounds familiar). Reborn into a baby, who lived his life up to his current teenager state. So he grows and functions essentially like a human despite his origins.
There's even more world shattering backstory in Legends 2, but I won't spoil that unless you really want to know. It's more fun to find it out as you play it though.
