You have to remember:
most modern devs were not even ALIVE in the 1990s. Thus, they don't understand the "90s' cool".
It's the same thing with the FF7 vs FF7 Demake and how the nu-seven has this undeniably modern, clinically clean "Apple Store" look to all the facilities, the "slums" are just bit more run down mid-20th century European downtown streets, and the Midgar's top plate towns are legit just futuristic Tokyo.
