No not at all, but they owned the projects and worked to meet the needs of a customer/govt trial that sat at a higher position in the hierarchy. By contrast the SCAR program was directly interwoven with the units who would end up using it.

Colt, KAC and others submitted basically straight AR15s and told the govt to bend to meet them. No different than glock submitting "You can have a glock 19 and glock 17" for a modular handgun contract.
