Hiruko has a bit of a villainous and manipulative streak which, I really like. I don't doubt that she feels genuine empathy but she seems to latch on the mentally disturbed the most, as if she's into being in the protective role. I'm sure she enjoys being the owner of Darumi and having someone be completely subservient to her, especially in an unhealthy dependant way.
After all, she only kissed Takumi when he was a sociopathic killer... she's definitely a sadist, and I think that she particularly enjoyed Takumi directly killing Nozomi prior and choosing Hiruko to live, even in his murder lust crazed state.
But she's not a full villain, there are way worse people in the cast begins with E and ends in Ito she's right on that border.
