Heck, Surge being punk in her own aesthetic is literally because she's an exaggeration of Sonic's own personality and aesthetic! The core of Sonic's image is a punk rocker. Like the "Spider-Punk" from Spider-Verse, his whole thing was freedom, anarchy and individuality. And he was the coolest guy ever inspiring change in the people around him, just like Sonic.
