I seem to recall they were meant to have halflings instead of goblins but if they got halflings then they couldn't have been portrayed as potentially cruel and evil as they have been in the end, so they got goblins to abuse.

So ogres being not! greenskins has everything to do with the grimdark direction of 6th edition, and if they were made in 4th or 5th they would have probably been made as an army where every unit is as silly as maneaters and accompanied by halflings acting as the clever ones, the craftsmen and the cooks.
