Calling Nintendo Switch 2 a Portable PS4 isn't the shade you think it is. It's a compliment, in fact.
It's par for the course for handhelds to be a generation or two behind home/stationary consoles. Yet the graphical jump between PS4 and PS5 is much narrower compared to the jumps generations before them.
