Yes, I had Steam Guard and created a WiFi hotspot so that my phone had the same Singaporean IP address as my PC. I also checked for any IP leaks and it always showed a Singaporean IP address. Then I went on do disable Steam Guard COMPLETELY. No change.

Making a new Steam account will be my last resort. I am just so angry right now that it apparently works for literally everyone on the internet but me.
Any Germanons here that successfully activated the game? Maybe it really is a super special German account restriction that Steam won't let you change your shop region ever.
