They have a bunch of different rations, some of them are sold to the civilian market as well. The bad ones are probably military only because it's corner-cutting on a facility where they're awarded the contract by their brother-in-law.
Also, there are laws about selling bad food to the public and executives occasionally get executed for large scale violations of it. It's usually tiny restaurants that get away with dodging inspections, large companies with deep pockets are too tempting a target for lawyers and you'll get litigation if someone so much as shits their pants.
