I don't think you understand its purpose, the facet was meant for finishing the game fast by buying cheap and efficient items like a bunch of wraith brands (which also got their 25 minute bonus removed in the exact same patch)
the level 4 difference is insignificant sure, but the gap between level 1 and 2 is huge

all in all it was not meant for scaling but for an early advantage like alchemist's money facet
