I swear to god, I was spreading some false info few threads back about not being able to select the region you play on account creation. I don't know how did RIOT set this up, but the next account I made (probably through a different method, can't remember the first), on login it let me chose a region instead of automatically assigning me based on location.

So, just saying... you can create a fresh account, less than 2 days of playing you can get it to lvl 15 and have 30-40 champions with the current Blue Essence champ costs and gains. Along the way, through the battle passes you get at least 5 random icons, some emotes, and a few skin shards which you wont have enough Orange Essence for until you hit the 7th day where they give you a waterloo MF shard + 500 orange essence as a reward.
