Your point would make sense if we take the board name, "/jp/ - Otaku Culture", at face value but when you look a the site history, you would see that /jp/ was created to contain touhou and prevent "spam" on other boards. There's also /bant/ but I have no idea how touhou spread there, not that it's a bad thing. All boards should have touhou in it
