Greeks did, although there might have been variance between the various poleis. It's known for sure that Athens allowed marriage between paternal half-siblings but not uterine ones. Sparta supposedly allowed uterine half-siblings to marry but not paternal ones, but I've read speculation that this belief could originate from the ancient stereotype of Spartan contrarianism rather than actual laws.
Romans prohibited both full and half-siblings marriage with the exception of Egypt until the early 3rd century, where full-sibling marriages were widely practiced. Roman law originally didn't allow avuncular marriages either, but Claudius' marriage to his niece Agrippina forced the law to loosen. After that, a male Roman citizen could marry his niece, but only if she's his brother's daughter as the emperor had done.
