Because he's utterly broken after having perceived the totality of existence without having the faculties to properly interpret them or cope with that fact. Lucifer at multiple points this arc looks bored or outright depressed because to him, reality is a play he's already read the script too and nothing ever changes. Imagine a life with no surprises. Where success and failure aren't a subjective matter of willpower and an objective matter of skill, all mixed with chance and being perceived by finite beings. Imagine you basically could read the minds of everyone around you because their actions never betrayed what you already knew.

Lucifer has spent the entirety of human history existing in a world where everything always goes exactly as foretold. And because he has emotions and individuality he got broken with that realization. I really do imagine that God in this story And god if he's real is so utterly incomprehensible to human thoughts that he's a true eldritch creature.
