No, the warhead isn’t nearly large enough to be compared to grenades. Bolter rounds are meant to penetrate targets and detonate inside of them, they’re more like a gun that shoots miniature bunker busters meant to shoot men wearing miniature bunkers.
If bolters actually worked they could be used as a flat upgrade to any gun shooting conventional ammunition. Bolt pistols and bolt rifles/bolt guns/bolters have the strength of an HMG in universe, the heavy bolter being a step above an HMG. On a modern battlefield the heavy bolter may be a decent anti armor weapon once we do a bullshit conversion from sci-fi armor to inches of steel and bolt pistols and rifles could be used against lightly armored vehicles like 50bmg. Of course these could still serve as antipersonnel weapons like in 40k with the added advantage that even the pistol can defeat cover and any body armor being used by the enemy. The only reason you wouldn’t replace any gun with its bolt equivalent is cost.
