The core of any space marine army, regardless of whether its 30k or 40k, what legion or chapter they are, whether theyre loyalists or traitors. Is, has been, and should remain (and hopefully will) tactical marines in rhinos supported by marines with special/heavy weapons. Terminators as the heavy infantry elite.
The fundamental concept of marines (not in universe, although probably there too) is tactical flexibility, that they are a generic base which can do whatever task is needed with a large selection of wargear available to them. Even the legions which have preferences for certain styles of warfare or advantages in certain fields are capable of (and will often engage in) all other styles of warfare, because that is the nature of warfare, you cant force one size fits all solutions and you cant pick the battles that come your way all the time.

>so what's the problem if every fields those things?
There isnt one (or shouldnt be). But some people have very flanderized perceptions of various legions
>like the WS who are literally all on bikes during the lions gate attack or WE being all berzerkers
WE retained ranged and armor elements well past the heresy? They all had butchers nails, but that didnt mean they didnt keep apothecaries, tech marines, tanks and so on. And the WS had elements that werent on bikes (or at least, could field formations that werent that way). They might just do all bikes at points because they want to/because the situation demands it.
Theres a difference between "we are doing a drop assault so in this instance everyone has a jump pack" and "we do nothing but drop assaults, no one in this legion owns a heavy bolter"
