The tl;dr:
Konami ALWAYS hated Team-Silent, and considered them to be a bunch of annoying "B-team" drones, tasked originally with one clear goal:
Make a quick, cheap RE-clone, to milk on the survival horror boom.
Fortunately for us, said team ended up being a group of artistic visionaries, who wanted to push the envelope whenever possible. And it worked out for them.
Unfortunately, the games' touchy, difficult to portray topics, such as merging death with sexuality (latter which was especially extra PROBLEMATIC in the States, 25 year ago) and having evil religious nutcases causing the apocalypse to happen, were not as easy to market towards the already growing "wider audiences (tm)" that even RE went after.
Resi's world allowed cool military doods with big guns go and blast various monsters, ranging from zombified things to Kaiju-level mutants, but SH demanded ... taking things slow. Stopping and thinking WTF is going on. Feeling emotions that were not always "fun" or "exciting".
Towards the end of the 00s, the early signs of Konami literally wanting to LEAVE the gaming industry were already showing. The mobile gaming boom that started around 2008 did not help their casual-bucks fever, but the boomer execs also had other two BIG businesses going in their home country: insurance sales, and gambling.
This was ultimately why they first tampered with the MGS5's development, demanding a mid-project "proof of concept" that ended splitting the game into two (GZ and TPP), and then eventually sacking Kojima and his team altogether + releasing an unfinished beta version of the game.
All this, while the average Westoid "fan devs" were these superficial as fuck ADHD people who went on about how "We totally understand what SH is all about, dude!!", only to quickly follow it with "It's SH! It's NOT MEANT TO MAKE SENSE! :D".
