Maybe a few "tan" skin tones, but not swarthy, brown or black. The Blood Elves ARE the same as the Night Elves, just with a bit of magic addiction degeneration which left them "pale and runty" (I believe that was the exact description) compared to their Night Elf cousins.

What you described is also another retcon. Blood Elves were just the followers of Kael'thas and there weren't supposed to be any left on Azeroth, having entirely moved to Outland. This is why I have a deep suspicion that the original plan was to make Outland just another continent comparable to Kalimdor and the Eastern Kingdoms, and it was decided later on that it was going to be an entirely 60-70 zone, because both the Draenei and the Blood Elves should just be on Outland, and the Draenei's reason for being on Azeroth is a weird contrivance while the Blood Elves' reason for being back in Quel'thelas is an outright retcon.

But nothing about the Blood Elves suddenly becoming "elves that have used fel magic" would imply that they're black now. Using fel magic doesn't make you swarthy or black. If anything, the suggestion is that if it turns your skin any color, it will be an exotic color like green or red, though previous lore bits suggested that elves exposed to fel magic didn't have their skin color change at all, but would become Satyrs and eventually something like Illidan if they consumed a downright ungodly amount (but Blizzard forgot about that and mad the "fel elves" because they struggled with consistency even then)
