I won't disagree with that, to be honest. Coyotes prey on desperate people, often from the countryside of Mexico who are not the sharpest tools in the shed, but making it more dangerous would make coyotes charge more which would deter and slow down business.
Coyotes still need to pay the people lower in the hierarchy such as the guide, the driver, etc.
