Original title was just だれ！？ or "Who!?". Also, based on this cover and the publication date, this is a reference to 雛祭り or Hinamatsuri (also known as Doll's Day or Girls' Day). This is an annual festival celebrated on the 3rd of March. They make these displays with ornamental dolls. I don't actually know much more than that.

Maybe they'll explain more in the chapter. Furinkan didn't have a note.
