As for Gym Leaders of gymless towns, I would make the 'random' leaders be important NPCs. Daisy Oak (more interesting than having her Grandpa be it), Mr. Fuji, Lance... You get the idea. Also, everybody can see aura (not capital A Aura) and everybody has an aura that's the color of the town they belong to, and you can't willingly change the town you're a citizen of. So if you're an outside people will instantly know that you don't belong. Evil Arceus has faith in aura racism to further divide people. Ultimately he just wants to enjoy the chaos while humanity destroys itself over mere suggestions of violence.

Arceus chooses me to save he world because she also has a pregnancy fetish. I can turn dudes into chicks too. As a treat.
